Until this step, you must get the answer which ball is the lighter one. That is to say you need 5 steps at most. Let me make you an explain:
Put 30 balls respectively on the right side and left side of the scale, and leave 40 balls at your hand. If there is no incline, you can know that the lighter one is in your hand, or in the group of 30 balls. Every time seperate the group, which you know the lighter one is in, into three portion. You see the next step: if the lighter one in the group of 30 balls, you can put 10 balls on the two sides of the scale, leaving 10 balls at your hand as before; if the lighter one in the group of 40 balls, leaving 20 balls at your hand. How many People wear Black Hat?

We need to remeber that there is at least one black hat. If there is only one person who wears black hat, when he/she sees that others are all wearing white hat, he/she will know it is himself/herself that wears black hat. If it is so, there will be some voice. That is to say, at least, two people wears black hat.

When lights are turned off for the second time, no voice as before.

All the people have gotten that there are two black hats at least. If there is only two black hats, the person who only see one black hat among other’s hat, it is obvious that he/she is just the person who wears the other black hat. In that case, there need to be some voice. But it’s not, so at least, three people wears black hat.

When lights are turned off for the third time, there is some voice.

Now all the people have known there are three black hats at least. For there is some voice, it must be that someone only see two black hats, then he/she make sure that the third person who wears black hat is himself/herself, so do another two persons.

 Can you Get the Answer about Bulb and Switch?

Go into one house where three switches are. Press one switch, five minutes later, press another one, then come out the house and go into the other house where bulbs are. Obviously, the unlighted one is controled by the switch you don’t press. Then touch the rest two, the hotter one is controled by the switch you first pressed, correspondingly, you can which switch controls which bulb. In a word, they are picked out with temperature.
